British Columbia’s transition toward a more electrified economy is often discussed through the lens of electric vehicles, renewable energy and climate policy. Those are certainly important parts of the story, but they only scratch the surface of what is taking place.
Behind every charging station, new housing development, transit expansion and renewable energy project lies a growing network of civil and utility infrastructure that must be designed, built and maintained. As demand for electricity continues to accelerate, so too does the need for the underground systems, utility corridors and field expertise that make modern infrastructure possible.
The province’s electrification strategy is not simply creating more work. It is changing the nature of the work itself.
For civil infrastructure contractors, this represents one of the most significant shifts in the industry in decades.
Electric vehicles are perhaps the most visible example. As adoption continues to grow, communities will require far more than charging stations installed in parking lots. They will need expanded distribution networks, upgraded substations, additional underground electrical infrastructure and coordinated utility planning capable of supporting increased electrical demand across residential, commercial and industrial developments.
That work extends well beyond transportation. British Columbia continues to experience steady population growth, placing additional pressure on housing, healthcare facilities, schools, commercial developments and municipal services. Every new community requires power, communications, water and transportation infrastructure that can support long-term growth rather than today’s immediate needs.
Infrastructure planning, in other words, is increasingly becoming an exercise in future-proofing. As Sonia Hartwell, President of Berto Contractors Ltd., puts it, the infrastructure being built today has to support communities for decades, not just the projects being delivered this year. “That means thinking beyond immediate construction and understanding how utility networks will continue to evolve,” she says.
That longer-term perspective is becoming increasingly valuable as utilities modernize electrical systems to accommodate renewable energy generation and changing patterns of electricity consumption.
Unlike the centralized power grids of previous generations, tomorrow’s electrical network will be more distributed, more interconnected and more technologically sophisticated. Renewable energy sources, battery storage, distributed generation and intelligent grid management systems all require significant investments below ground, where much of the infrastructure remains invisible to the public but essential to the reliability of the network.
At the same time, the distinction between electrical infrastructure and telecommunications infrastructure continues to blur.
Modern communities depend on both reliable power and high-speed connectivity. Smart grid technologies, remote monitoring systems, connected transportation networks and digital utility operations increasingly rely on integrated infrastructure planning that brings multiple utility providers together within the same project.
For contractors, this means coordination has become just as important as construction.
Successfully delivering today’s infrastructure projects often requires navigating complex stakeholder relationships, managing multiple utility partners and sequencing work across increasingly congested corridors. Technical capability remains essential, but so too does the ability to collaborate, communicate and adapt as project conditions evolve.
The growing complexity of infrastructure delivery also places renewed attention on one of the industry’s most pressing challenges: workforce capacity.
Across Canada, infrastructure owners continue to compete for experienced tradespeople, supervisors and project managers. As investment accelerates across utility, transportation and civil construction sectors simultaneously, the demand for skilled labour is only expected to increase.
The conversation is no longer simply about labour shortages. It is about organizational capacity.
Contractors capable of recruiting, developing and retaining experienced teams will be better positioned to deliver increasingly complex programs without compromising quality, safety or schedule performance. Workforce development has become a strategic investment rather than an operational necessity. It includes mentorship, leadership development and creating opportunities for experienced employees to pass their knowledge to the next generation entering the industry.
Execution capacity is emerging as another important differentiator.
Utilities are delivering larger capital programs than ever before while balancing public expectations, environmental responsibilities and regulatory oversight. They need partners capable of scaling operations, coordinating across multiple projects and maintaining consistent standards regardless of project size or location.
Hartwell believes consistency has become one of the industry’s greatest competitive advantages. “Infrastructure projects don’t succeed because of one exceptional crew,” she says. “They succeed because an organization can consistently deliver the same standard of planning, communication and execution across every project it undertakes. That’s what utilities are increasingly looking for in a long-term partner.”
That observation reflects a broader shift in how utilities evaluate contractors.
Price and technical qualifications will always matter, but owners are placing increasing value on organizations that understand the bigger picture. They are looking for partners capable of anticipating future infrastructure needs, coordinating effectively across stakeholders and delivering projects that support long-term network resilience rather than short-term construction objectives.
Environmental responsibility also continues to shape project delivery. As electrical infrastructure expands, contractors must balance construction efficiency with environmental stewardship, community impact and responsible land management. These priorities are no longer separate considerations. They have become fundamental components of successful infrastructure delivery.
British Columbia’s electrification strategy is often presented as an environmental initiative. In reality, it is equally an infrastructure story.
It is a story about growing communities, modern utility networks and the skilled people required to build them. It is about underground systems that most people never see but depend upon every day. And it is about contractors who understand that infrastructure is no longer measured solely by what is built today, but by how well it serves the province for decades to come.
